The person in charge of the Climate Change Department of the Ministry of Ecology and Environment introduced that the carbon dioxide emission factor of electricity is an important basic parameter for calculating carbon dioxide emissions from electricity consumption. The carbon dioxide emission factor of electricity released this time can be used as a reference for different entities to calculate carbon dioxide emissions from electricity consumption, providing basic data support for carbon emission accounting.
The person in charge introduced that the Ministry of Ecology and Environment and the National Bureau of Statistics will establish a normalized release mechanism for carbon dioxide emission factors from electricity. At the same time, research on electricity carbon footprint factors is being organized and will be further released when mature.
The 2021 electricity carbon dioxide emission factors released this time are divided into three categories. The first caliber is the national, regional, and provincial average carbon dioxide emissions factor for electricity in 2021, which is the carbon dioxide emissions per unit of electricity generation (including thermal power, hydropower, wind power, nuclear power, solar power, and other types of electricity generation). The calculation method and data timeliness are internationally comparable; The second caliber is the national average carbon dioxide emission factor for electricity in 2021 (excluding non fossil energy electricity traded in the market), which is the carbon dioxide emissions per unit of electricity generation (including all types of electricity such as thermal power, hydropower, wind power, nuclear power, solar power, but excluding non fossil energy electricity traded in the market); The third caliber is the national carbon dioxide emission factor for fossil energy electricity in 2021, which is the carbon dioxide emissions per unit of fossil energy electricity generation (deducting biomass power generation from thermal power).
